SUM Graduate Vladislav Valeryevich Shapsha Appointed Acting Governor of Kaluga Region
Vladislav Valeryevich Shapsha has been appointed Acting Governor of Kaluga Region as of 13 February 2020.
He graduated from the Obninsk Institute for Nuclear Power Engineering in 1995 with a degree in Applied Mathematics, qualifying as a mathematical engineer. In 2003, he obtained an honours degree in Public and Municipal Administration from the State University of Management.
1995 marked the beginning of his service in the armed forces of the Russian Federation. He served in the Navy in the city of Severomorsk as a reserve officer.
After being transferred to the reserve in 1997, he started working at the Obninsk City Employment Centre. He rose through the ranks from specialist to deputy director.
In 2002, he joined the Kaluga Region Governor’s Administration as an adviser to the Deputy Governor.
From 2004 to 2006, he served as Executive Director of the Kaluga Regional Newspaper Znamya.
In 2006, he joined the Obninsk City Administration as Chief of Administration and Deputy Head.
He also worked as Chairman and Deputy Chairman of the Obninsk Territorial Election Commission.
On 18 September 2015, he was named Acting Head of Obninsk City Administration and was fully appointed to the position by the Obninsk City Assembly on 27 October the same year (winning 29 deputies’ votes out of a possible 30).
He is the current Secretary of the political council in the Obninsk branch of the United Russia party.
