SUM Professor Vladimir Volokh: Migration Remains One of the Most Contentious Issues in Russian Society and Politics

On 23 September, International News Agency Rossiya Segodnya (RIA Novosti) held a round table meeting focusing on the ‘Prevention of xenophobia and radical nationalism in Russia’. Vladimir Volokh, Professor of the Public Administration and Political Technologies Department of the State University of Management, took part in the discussion.

The round table meeting included the presentation of a report prepared by Alexander Brod, member of the Executive Committee of the Presidential Council for Interethnic Relations and Director of the Moscow Bureau for Human Rights. The report is dedicated to nationalist outbursts in Russia in the first half of 2019, and the presentation was followed by a set of recommendations on preventative measures for public authorities and civic institutions.

In his speech, SUM Professor Vladimir Volokh emphasised the significance of this report and provided extensive commentary on the ‘Migration Processes: government policy, legislation, manifestations of migrant-phobia’ section, and stated that migration remains a hot-button issue in the modern Russian society.

The professor also informed the participants that on 2 October 2019 the State University of Management is holding the Annual International Forum ‘Society. Trust. Risks: Trust in Migration Processes. Risks in Modern Society’, timed with the 100th anniversary of SUM. The Forum is set to become one of the key research platforms that addresses the vital issues of modern society aimed at becoming part of innovative projects and programmes such as the national Digital Economy of the Russian Federation programme. The Forum is intended for the international audience, the business community and government institutions, but is bound to arouse the interest of the public as well.

The subject of trust in migration processes has been raised in 2019 for a reason: the President of Russia has approved the new State Migration Policy Concept of the Russian Federation for 2019–2025.

‘To that end,’ states Vladimir Volokh, ‘all levels of executive bodies and civic institutions must ensure they follow the provisions of the Concept, which includes paying special attention to training professionals in the field of State Migration Policy and Managing Migration Processes.’

Other members of the round table meeting included: Professor Vladimir Zorin, member of the Executive Committee of the Presidential Council for Interethnic Relations, Senior Research Associate of the Institute of Anthropology and Ethnography under the Russian Academy of Sciences; Bogdan Bezpalko, member of the Executive Committee of the Presidential Council for Interethnic Relations; Sergey Ryakhovsky, Professor, member of the Presidential Council for Coordination with Religious Organisations; William Shmidt, Professor of the Department of Government/Religious Relationship of the Institute of Public Administration and Civil Service at RANEPA.

All attendees stressed the importance of this event, made their commentary and supported the recommendations of the Moscow Bureau for Human Rights.

For instance, member of the Executive Committee of the Presidential Council for Interethnic Relations, Senior Research Associate of the Institute of Anthropology and Ethnography under the Russian Academy of Sciences, Professor Vladimir Zorin emphasised that the social adaptation of migrants requires a unified approach.
