2019 Osenniy Navigator: SUM Launches Its Tochka Kipeniya

Ivan Lobanov, Rector of the State University of Management, approached the Agency for Strategic Initiatives (ASI) with his plan to make SUM the first hub to be spreading the innovative, tech-based and positive approach to organising space and work throughout the rest of the University.

Today, 19 October 2019, the State University of Management has launched its Tochka Kipeniya (Boiling Point). SUM’s Tochka Kipeniya will focus on training managers and teams of change, fostering talents and working with the National Technological Initiative (NTI) markets including Autonet, Neuronet, Energynet, and Edunet, as well as end-to-end technologies, specifically, big data and AI. The new space brings together representatives of fields such as education, research and business, along with scientists, students, tech entrepreneurs, government officials, and members of public organisations and professional communities.

A number of guests of honour came in-person to congratulate SUM on the launch of its Tochka Kipeniya, including Svetlana Chyupsheva, General Director of ASI, Sergei Pospelov, Executive Secretary of the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO PA), Dmitry Dobrogorsky, President of the Direktnet Association, Andrey Mavrin, General Director of Teplogazinzhiniring CJSC, and Evgeny Aksakov, member of the Moscow Oblast Duma.

Dear friends, today we find ourselves on the cusp of a positively nice journey. Today, we are launching SUM’s Tochka Kipeniya together with the Agency for Strategic Initiatives. I believe that this is a starting point for our University to rapidly move forward. The course of history is shaped by technologies and people who develop them not only in tech industries but also in the social sphere and management. We will put forward to ASI our plan to make SUM the first hub to spread its experience throughout the rest of the University, i.e. the innovative, tech-based and positive approach to organising space and work,’ pointed out Ivan Lobanov, Rector of the State University of Management. ‘It is important that we get involved in the projects that our state is interested in. I am therefore convinced that our project will bring together all those who are willing to move forward together.

Svetlana Chyupsheva, General Director of ASI, noted that the shared infrastructure of Tochka Kipeniya hubs had helped the Agency and its partners unite more than 600,000 people from different cities and across different areas of expertise.

‘It is of particular importance for us that universities become open spaces and a friendly ecosystem to connect people from all walks of life. ASI will provide you with energy, resources and access to this pool of like-minded people,’ said Svetlana Chyupsheva at the launch of SUM’s Tochka Kipeniya. ‘Tochka Kipeniya for us is a bearing point of our ecosystem and an opportunity for every Russian citizen to be in the heart of change. This is a space for leaders who are ready to take on responsibility for positive changes in our country. Here, any one of you can work on our future agenda. I consider this to be most relevant for SUM.’

At Tochka Kipeniya, students and lecturers will gain access to the 20.35 University digital platform as well as its AI-based diagnostic services and recommendation engines.

We hope that, as well as an extra space for hosting events, every university will be able to use their Tochka Kipeniya as a service for each of their students to shape their educational track and to be advised on which of the network’s events is best for their development and who can join their project or startup. This is literally a second profession that you can master at a Tochka Kipeniya’, explained in his video message Dmitry Peskov, Special Representative of the President of the Russian Federation on Digital and Technological Development. ‘Our 2020 goals include supplying the network of spaces for collaborative work with high-quality events and improving their interconnectivity and integration with university curricula and the NTI companies. More than 60% of Tochka Kipeniya participants live and work outside Moscow. We need to apply this principle to developing technologies and startups and we will foster the multiplication of tech teams in the regions.

The university-based Tochka Kipeniya hubs will be focused on shaping and developing custom educational tracks for students and lecturers, enabling them to master necessary digital competencies, taking advantage of both the 20.35 University platform and their own university’s resources in a short period of time.

We now observe our society’s shaping demand for additional competencies and up-to-date curricula.  Universities should take an active part in meeting this demand and in launching new training models that can be acquired in various formats,’ pointed out Mikhail Kotyukov, Minister of Science and Higher Education of the Russian Federation. ‘Tochka Kipeniya hubs can become test sites for these training models, for universities to share best educational practices and for students to gain new professional skills. Let me underscore that modern curricula are increasingly calling for greater customisation, while students strive to develop the most in-demand competencies. At Tochka Kipeniya, our students will be counselled individually on their further growth without leaving their region, thanks to the fact that 41 other universities have also launched their Tochka Kipeniya, with just four of these spaces for collaborative work located in Moscow. Universities, through Tochka Kipeniya amongst other things, can become centres of urban and regional agglomerations, setting new standards for shaping the urban environment, innovation systems, technologies and leisure activities of our talented youth.

By the end of 2019, 32 Tochka Kipeniya hubs will be equipped with a videoconferencing system and services such as 20.35 Informbureau, Format Constructor and Competency Provider Marketplace of the 20.35 University. In addition, 12 university-based Tochka Kipeniya hubs will be able to join the export track at the Zimny Ostrov intensive course, set to take place in Sochi in December 2019.
