Discussing Amendments to the Russian Constitution: Expert Opinion from SUM Professor Vladimir Volokh
The National Issue programme on Russia’s First channel held a discussion of the amendments to the Russian Constitution proposed by President Vladimir Putin.
The panel featured Vladimir Volokh, professor at the Public Administration and Political Technologies Department of the State University of Management and member of the Expert Advisory Council at the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. Professor Volokh, who contributed to the drafting of the current Constitution adopted in 1993, generally approved of the new proposals and underlined the stability of its constituent chapters concerning the foundations of constitutional order and human and civil rights and freedoms. At the same time, the professor believes that Russia should remain a presidential, not a parliamentary republic. Therefore, in his opinion, when considering the Prime Minister’s proposal regarding the personal selection of the Government, the State Duma should discuss candidates, and the final decision should be made by the Russian President.
Other participants in the discussion included experts from the working group on preparing proposals for amendments to the Constitution of the Russian Federation, namely Svetlana Smirnova, Chairperson of the Assembly of the Peoples of Russia, and Sergey Kandybovich, Chairperson of the Federal National Cultural Autonomy (NCA) of Belarus.
