Meeting of the Coordination Committee of UNESCO Chairs
The Coordination Committee of UNESCO Chairs is held in the village of Vyatskoye in Yaroslavl Region to discuss applications for the establishment of UNESCO Chairs.
The key experts at the meeting include Grigoriy Ordzhonikidze, Executive Secretary of the Commission of the Russian Federation for UNESCO, Ambassador-at-Large of the Ministry of Foreign Affairs of the Russian Federation; Vladimir Yegorov, member of the Commission of the Russian Federation for UNESCO, Head of the UNESCO Chair of the Russian Academy of Public Administration under the President of the Russian Federation; as well as heads and representatives of leading Russian universities. The State University of Management is represented by Svetlana Malkarova, Executive Director of SUM’s UNESCO Chair.
Speaking at the event, Grigoriy Ordzhonikidze noted that the 40th session of the UNESCO General Conference ended on 27 November, during which decisions important for Russia were taken: the Global Convention on the Recognition of Higher Education Qualifications, a longstanding effort involving international experts; a decision to develop principles for the use of artificial intelligence, which is now a relevant ethical agenda; adoption of an updated UNESCO literacy strategy etc.
As a reminder, the Russian delegation to the 40th session of the UNESCO General Conference was headed by the Minister of Science and Higher Education Mikhail Kotyukov. The delegation included Rector of the State University of Management Ivan Lobanov; Head of UNESCO Chair ‘Societal, Legal and Ethical Frameworking of Knowledge Societies’ and Vice Rector of State University of Management, UNESCO Chair Executive Director, Svetlana Malkarova.
Russia has become a new member of the World Heritage Committee, a specialised UNESCO Committee responsible for the implementation of the Convention concerning the Protection of World Cultural and Natural Heritage. We have been re-elected after six years of Russia’s absence from the committee. We hope to hold a session of this committee in Kazan in 2021,
said Grigoriy Ordzhonikidze, Secretary-General of the Commission of the Russian Federation for UNESCO, Ambassador-at-Large at the Ministry of Foreign Affairs of the Russian Federation.
The Coordination Committee meeting considered applications to establish UNESCO Chairs in Russian universities. The Executive Director of the UNESCO Chair of the State University of Management Svetlana Malkarova examined two applications: from the Higher School of Economics and the Skolkovo Institute of Science and Technology. A total of nine applications were submitted for examination of their quality and relevance to UNESCO’s goals and strategic objectives.
Our chairs are a symbol of quality, as they should be, and education remains a prestigious resource in the world. Our mission, however, is to double the number of international students,
said Boris Zhelezov, Deputy Director of the International Cooperation Department of the Ministry of Science and Higher Education of the Russian Federation.
Today there are about 300 UNESCO Associated Schools in the Russian Federation, 62 UNESCO Chairs and 6 networks, of which 23 are for education, 19 for natural sciences, 16 for social and human sciences, 3 for culture and 7 for communication.
We consider it important that schools and UNESCO Chairs are linked, and secondary and higher education is a small step that should form that link. The UNESCO Chair brings together professionals in priority areas from around the world, and with such opportunities we have proposed the idea of interaction between schools and chairs,

The Coordinating Committee of UNESCO Chairs under the Commission of the Russian Federation for UNESCO is the only consulting and coordinating body in the world that unites the activities of the Chairs.
