Message from SUM Rector I V Lobanov to Teachers, Staff and Students of the State University of Management
Dear teachers, staff and students of the State University of Management!
Given the current situation, management of the State University of Management has taken measures to minimise the risk of COVID-19 spreading in the State University of Management and to protect the health of our students and teachers without compromising the educational process.
In accordance with Order of the Minister of Science and Higher Education No. 397 dated 14 March 2020, we have adopted internal regulations for the organising distance education at SUM.
Starting from 16 March SUM has begun to transfer the entire educational process to a new format. We would like to thank teachers, students, staff and heads of SUM’s divisions, all those who have taken up this difficult task in such a short time. Not everything worked at first, and today we are improving the system that we have created with the help of all those who work and study at the State University of Management!
The experts from SUM have created an educational IT platform where students and teachers can deliver all educational programmes remotely through the information and education environment, the Personal Account system.
This fully distant-learning mode is quite unusual for many. All of us, of course, feel more comfortable working in a team.
However, we can now expand the set of online tools for obtaining and actively using information to ensure maximum integration into the educational process, not only through conventional lectures offered by our outstanding teachers but also through access to scientific papers, methodological materials and educational programmes via various Russian educational on-line platforms, such as Open Education, GeekBrains, Coursera, Arzamas, Lecture Hall, Universiarium, edX and Postnauk as well as e-libraries, University Library Inline, ZNANIUM.com and IPRbooks.
You can access educational programmes and resources from the world’s leading universities. SUM ensures the students have access to these resources. You just need to make a request through your Personal Account. Take advantage of this opportunity. Take part in webinars and online lectures for world leading universities. Be inquisitive.
In addition to using the Personal Account for communication, the phone numbers of hotlines can be found on the SUM website for every area as well as the answers to any questions that may arise during the education process and everyday activities. Use them in case of need.
Dear teachers! I would like to thank you again for your efforts and work that have allowed us to make a prompt and efficient transition to distance learning. We are aware of all the issues that have not yet been resolved, but with your help we are moving towards creating the most effective educational environment. We are in touch with each other, and please continue to submit any questions and suggestions to Vice Rector of Academic Work A V Troitskiy so that they are processed and implemented in our system. Salaries for the staff of SUM will remain unaffected!
In his message on 25 March, Russian President Vladimir Putin emphasised that we need to pay utmost attention to the recommendations of doctors and authorities. In accordance with this and pursuant to Order of the Ministry of Science and Higher Education of the Russian Federation No. 484 dated 25 March 2020 ‘On Measures to Implement Decree of the President of the Russian Federation No. 206 dated 25 March 2020’, students of the State University of Management are granted a holiday from 28 March 2020 to 5 April 2020.
Therefore, the scheduled credit and examination sessions of the 4th year of full-time study, 5th year of part-time bachelor’s programme and 2nd year of master’s programme are postponed. The state final attestation for the master’s degree is accordingly postponed for two weeks and will be held from 27 April 2020. For all other SUM students, study calendars for the 2019–2020 academic year have been rescheduled, provided that, if necessary, some classes will be held in the summer period. We have published the updated session schedule in the corresponding section on the website.
Once again, I would like to emphasise that changes in the working schedule do not affect the scholarships and salaries of employees. All scholarships: academic, social, advanced as well as financial aid will be paid to government-subsidised students in full. Our trade union committee has agreed to pay salaries to employees earlier, on 27 March.
FYI: from 26 March to 8 April in accordance with Order of the Federal Service for the Oversight of Consumer Protection and Welfare No. 31-03473/20 dated 25 March 2020, quarantine was introduced in SUM’s Dormitory No. 2. I have issued a corresponding order to ensure quarantine measures. For 160 students staying in the dormitory for the period of quarantine from 26 March to 8 April 2020, I have introduced additional measures to prevent the spread of infection. All students are under medical supervision. To minimise discomfort from quarantine measures, the rectorate has adopted solutions to make the living conditions more pleasant and safe. These include: three meals a day; necessary facilities for distance learning; regular cleaning of all rooms and regular change of sheets; regular disinfection measures. The rectorate has informed parents about the current situation and quarantine measures, and, if necessary, the parents and guardians of students can contact SUM management through the hotline number provided on the SUM website.
The SUM website also carries a message from the Mayor of Moscow Sergey Sobyanin concerning the forthcoming non-working week. I kindly ask everyone to study it carefully and follow the recommendations to protect your health.
During the non-working week, all premises in the buildings of the SUM campus on 99 Ryazanskiy Prospekt will be disinfected again.
Dear students, teachers and staff of the State University of Management! I would like to thank you all once again for your professional, smooth and systematic resolution of all issues and challenges that the university and our team are facing today. I would like to especially note that, although the classrooms of the State University of Management are temporarily empty, our university community is united, and we are always in touch with each other on any issue that may arise. Undoubtedly, all the experience and knowledge we will acquire in these hard days will also contribute to the future development of the State University of Management!
