Yelena Myakotnikova: Government Initiatives Are an Important Driver for the Development of Informatisation around the World

Yelena Myakotnikova, Corporate Director of the Agency for Strategic Initiatives (graduate of the State University of Management) gives her expert opinion to the RBC newspaper:

E-Government is a platform for consolidating society and sustainable development. The transition to electronic inter-agency coordination between regional and municipal authorities, launched on 1 July 2012, has been one of Russia’s key IT projects.

Government initiatives are an important driver for the development of informatisation around the world. The state Information Society programme and a number of other regional and departmental documents have had a significant impact on the level of information and communication technology usage in the country.

For example, the State University of Management creates a comfortable environment for students, builds an advanced scientific infrastructure and provides support in turning its students’ promising ideas in the field of IT into the most advanced Russian technologies. In addition, scientific and educational centres are being built in various regions of the country to train talented youth. I’m proud to have studied at the State University of Management. SUM has a long history and trains top-class specialists in various fields.

According to the Digital Economy project, 7 out of 10 government services for businesses and citizens should be available digitally by 2024. In addition, no priority public service should necessitate visiting government agencies in person, and 90% of the workflow between public servants should happen online.

Without a doubt, there is a direct correlation between the development of e-government and the quality of public administration, government performance and anti-corruption measures. We truly believe that higher levels of digitalisation lead to lower levels of corruption within the country.

The annual UN report on the development of e-government around the world states that the long-term potential of developing a digital state not only includes institutional improvements and an increase in the efficiency of public services but also higher involvement, participation and responsibility from citizens. When countries first started experimenting with digital technologies, their primary focus was the digitalisation of services. But today, the creation of digital strategies for the future engagement of civil society is coming to the fore.

The digitalisation track of the Women 20 European women’s community is particularly notable. This is because transactions are 50 times cheaper than live communications, 30 times cheaper than mail and 20 times cheaper than telecommunications. That’s why digitalisation not only improves transparency and citizen engagement but also significantly reduces costs across the board.
